DOST-PHIVOLCS to inaugurate seismic station in Aklan

KALIBO, Aklan, Feb. 10 (PIA6) -- The Department of Science and Technology – Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS) will inaugurate the Ibajay Seismic Station in Ibajay, Aklan on February 27. The seismic station is located in the elevated area of Aklan State University-Ibajay Campus. According to Renato U. Solidum, Undersecretary for DRR-CC, DOST, and Officer-In-Charge, PHIVOLCS, the seismic station, which will monitor earthquakes, will significantly benefit the province through increased detectability of events and more accurate and timely determination of earthquake parameters of events generated by active earthquake sources in an around the province of Aklan. Solidum added that these parameters are important inputs for detailed delineation of earthquake hazards that could possibly affect the province which can be used for disaster prevention, mitigation, preparedness, and response plans for the province. Solidum also said these plans are very important tools for decisions made by authorities in the information provided to the public, and will also help DOST-PHIVOLCS to respond properly when an earthquake occurs. In the opening program for the inauguration, Dr. Danilo Abayon, President, Aklan State University, will give the welcome remarks while Ibajay mayor Jose Enrique Miraflores will give the opening message. USEC Solidum will give a message and background of the event while Aklan governor Florencio T. Miraflores will deliver a message. After the ribbon-cutting, there will be a tour of the Ibajay Seismic Station. A press conference will follow to update the Aklan media regarding the earthquake monitoring stations in Ibajay and other areas in the country, and provide other information on PHIVOLCS’ projects and Disaster Risk Reduction programs. “This is to enhance the public’s means of preparedness for geologic events,” Solidum said. Before the establishment of the seismic station in Ibajay, one was housed years before at the Capitol Grounds in Kalibo. DOST-Aklan Provincial Science and Technogy Director Jairus Lachica said, however, that it is easier to monitor seismic activities in Ibajay than in Kalibo, as disturbances in Kalibo like loud sounds and moving vehicles interfere with PHIVOLCS’ monitoring activities.

Aklanon shipbuilder to build vessel run by gas and sea waves

This, after the Department of Science and Technology (DOST) gave the go signal for the construction of the project, which is a collaboration of various agencies – the Aklan State University (ASU), Maritime Industry Authority (MARINA), Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), Metallica Consultancy, and the Aklan Congressional District Office. To construct and assemble the said vessel, which when completed could carry at least 150 passengers and 4 vehicles, is Engr. Jonathan Salvador, a local ship builder who conceptualized the project and owns and manages the Metallica Consultancy located in New Washington, Aklan. The go signal for the construction of the vessel came after the approval by the DOST of the project proposal submitted by the Aklan State University-College of Fisheries and Marine Sciences, New Washington, Aklan titled “Development of a Hybrid Trimaran Fast Craft Passenger Cargo Vessel Using Multi Engine and Alternative Energy Source From Ocean Waves.” DOST Secretary Fortunato dela Pena visited last week the project site in New Washington, Aklan to discuss details of the project with the collaborating agencies. The project was allotted by the DOST with P62 million budget, with an initial amount of of P43,901,499.40 deposited on February 1 in the account of the ASU, signaling the start of the construction of the vessel. The rest of the fund will be allotted once the initial amount gets liquidated. Engr. Salvador, who has a ready workforce, will be constructing and assembling the vessel in his own shipyard in New Washington. According to Jairus Lachica, DOST-Aklan Provincial Science and Technology Director, Engr. Salvador is the only shipbuilder in Aklan and in the region. Engr. Salvador has worked for 20 years in a Norwegian shipping company, and his shipyard is now engaged in repairing boats mostly used in Boracay Island. The vessel, once operational, could conserve at least 20% in gas consumption. Gas combustion will still power the vessel but once in the open sea, the ocean wave energy would help propel the vessel. Lachica said the vessel to be built will be a prototype and if proven feasible, many will be interested to adopt the model. “It will be a good model for inter-island vessel operators. If the project is successful, it will pave the way for the ASU-New Washington in opening its Naval Architectural course”, Lachica said, as the completion of the project constructed right in an Aklan shipyard will be beneficial for students taking the course. Besides coming out with a vessel that saves much on gas and uses alternative energy, the project is also seen to generate jobs for local workers who will be hired to construct and assemble it, Lachica said.

Pres Spokesperson Roque says massive info campaign on Federalism important

KALIBO, Aklan, Jan. 26 (PIA6) -- Presidential Spokesperson Harry Roque said at a press briefing here that there is a need for a massive information campaign on Federalism in the country before a plebiscite could be conducted. Secretary Roque was in Aklan recently per invitation of Kalibo municipal officials led by Mayor William Lachica to grace one of the major activities of the 2018 Kalibo Sto. Nino Ati-atihan Festival. He arrived mid-afternoon at the Kalibo International Airport (KIA) where he was met by Mayor Lachica and other municipal officials, and immediately proceeded to the Kalibo Town Hall for the press briefing with the local media. The activity was dubbed “Malacanang Press Briefing”, as besides listening to questions raised by the local media from print, broadcast and cable TV, Sec. Roque also read and answered questions sent to his cellphone by the national media. At the briefing, Sec. Roque allayed fears on the effects of federalism on poor provinces which have to spend their own earnings or collections for their projects and services. He said that under Federalism, poor provinces with high poverty incidence will be given equalization funds. The conduct of Barangay and SK elections in May, the suspension of deployment of OFWs to Kuwait, and local concerns like the solution of flooding problems in Boracay Island, health services in Aklan and restoration of 4Ps benefits to a family in Aklan were some of the other concerns raised by the media at the briefing. Sec. Roque said there will be a forthcoming Executive Order involving Boracay Island from the President which will be presented during the Cabinet Meeting on February 5. In his opening statement, the first item in the good news he delivered was on Boracay Island’s approved implementation of its drainage project, aimed to solve the flooding problem in the island during heavy rains. Mayor William Lachica, Rep. Carlito Marquez of the Lone District of Aklan and Sangguniang Panlalawigan Members Emmanuel Sodusta and Harry Roque joined Sec. Roque in the press briefing. In the evening, Sec. Roque led the lighting of fireworks during the Ati-atihan Night at Kalibo Magsaysay Park before returning to Manila that same night.

2018 Kalibo Ati-atihan winners romp off with P1,388,000 in prizes.

KALIBO, Aklan, Jan. 23 (PIA6) -- This year’s winners in the Kalibo Sto. Nino Ati-atihan Festival Contest romped off with a total of P1,388,000.00 in cash prizes as major and consolation winners in 4 tribal and individual categories. The awarding was held on January 21 at the Kalibo Magsaysay Park right after the procession, which is dubbed the last “Hurrah” or last event of the year’s Ati-atihan Festival. The Tribal Big Group category was allotted the highest amount in cash prizes, with the Vikings of Dumga, Makato, the first prize winner getting P200,000.00 while 2nd placer Black Beauty Boys of Linabuan Norte, Kalibo, Aklan got P120,000.00. Tribu Alibangbang, also of Linabuan Norte, Kalibo placed 3rd, getting P100,000 in cash prize. This year proved a lucky year for the Vikings Tribe, a perennial participant in the Kalibo Ati-atihan contest, for edging out consecutive champion for 7 years Black Beauty Boys. Five groups under the Tribal Big Category were given consolation prizes. They include Maharlika of Dumga, Makato, Pangawasan Tribe of Cayangwan, Makato, and Triple J of Estancia, which received P40,000.00 in consolation prizes; and D’ Kamanggahan of Poblacion, Makato and Tribu Tiis-Tiis of New Buswang, Kalibo, which received P30,000.00 each. Under the Tribal Small Group, awarded first prize was Tribu Bukid Tigayon of Tigayon, Kalibo with P100,000.00 cash prize; Tribu Responde of New Buswang, Kalibo, 2nd, P70,000.00; and Tribu Iwa-Iwa of Estancia, Kalibo, 3rd, P50,000.00. Three consolation winners under this category – Tribu Ninolitos of Tigayon, Kalibo, Kabog of Estancia, Kalibo, and Lezo Tribe of Ibao, Lezo got P25,000.00 each as prizes. For the Modern Group Category, Royal Scorpio of Poblacion, Kalibo emerged first placer, winning P90,000.00, followed by Aeang-Aeang of Laguinbanua, Numancia, second, P50,000.00;and D’Emagine of Andagao, Kalibo, third, P30,000.00. Atras-Abante of Poblacion Makato and Roadside of Linabuan Sur, Banga under this category got P20,000.00 each consolation prize and Bae-ot Bae-ot of Pusiw, Numancia – P15,000.00 consolation prize. Meanwhile, major winners in the Balik-Ati category were dominated by tribes from Malinao, Aklan. Winners were led by Tribu Ilayanhon Mga Inapo ni Gen. Candido Iban of Liloan, Malinao, first prize, with P90,000.00 cash prize; Malipayon Ati of San Roque, Malinao, second, P50,000.00; and Kinatuing, also of San Roque, Malinao, third, P40,000.00. For Individual Modern, Best 3 were Pantastika, Prutika and Mesticalosa; while Ati Tribal Best 3 were Authentica Peacockana, Lantastika Copristic, and Negra Bloom-Mira. Earlier in the week, the festival also featured a contest dubbed Sangkalibo Tamboe Contest which gave out a total of P250,000.00 in cash prizes. Declared champion was Aklanon Troopers Group, winning P100,000.00; 1st runner up, Bunggos, P70,000.000; and 2nd runner-up, Akatsi, P50,000.00. Aeang-Aeang and Godfather were the first and second consolation prize winners with P10,000.00 each while Toronian and Royal Scorpio got P5,000.00 each. This year’s tribal competition in various categories had 28 participating groups as revealed earlier by the Kalibo Sto. Nino Ati-atihan Festival Inc. or KASAFI, the festival organizer.

Nabas town wins Higante Contest 2018

KALIBO, Aklan, Jan. 23 (PIA6) – The “Ati Higante” from the municipality of Nabas was declared champion in this year’s Higante Contest, which was one of the highlight activities of the recently concluded Kalibo Ati-atihan Festival 2018. The Ati Higante of Nabas named “Uray Hilway” got a rating of 90.60 percent and topped the other seven entries. The local government unit of Nabas received a cash prize of P45,000. In second place was “Ibajaynon Coconut Farmer” from Ibajay with a rating of 90.20 percent, brought home P40,000. “Enteng Mamumunit” of Tangalan got a score of 89.60 percent was adjudged third place and awarded with P35,000. The fourth placer Higante, “Maniwang tiwang Ati Ga-Kigi it Abaka” of Madalag at 88.60 percent got P30,000; while in fifth place scored at 85.60 percent was from Malinao, “Maria Sag-uton Malinawnon nga Ati” received P30,000. Meanwhile, Higante entries from Banga, Kalibo, and New Washington, namely “Ati Magdadaet, Manughaboe nga Ati, and Felimon Mananagat” respectively were awarded P15,000 each as consolation winners. The Higante Contest was spearheaded by the Provincial Government of Aklan through the Aklan Provincial Tourism with this year’s theme,”Pangabuhian it Ati” which showcased the livelihood, culture and industry of the municipalities in Aklan.

Task group securing Sto. Nino Ati-atihan festival targets 'zero' incident.

KALIBO, Aklan, Jan. 18 (PIA6) -- The Ati-atihan Site Task Group (ASTG) which was formed by the Aklan Police Provincial Office (APPO) to secure this year’s week-long Kalibo Sto. Nino Ati-atihan Festival is aiming for ‘zero’ major incident. This is according to APPO Acting Provincial Director PSSupt. Lope Manlapaz, who said tight security must be enforced to secure the safely of thousands of Ati-atihan revelers flocking to Kalibo’s main streets during the celebration’s highlights – the traditional street dancing and the devotion to Sr. Sto. Nino by attending the Pilgrim’s Mass, daily ‘Paeapak’ and novena at the St. John the Baptist Cathedral. Since January 15, the APPO, through the task group, has established 19 police assistance centers at strategic areas in Kalibo, particulary near the festival and staging areas. Before entering the festival and staging areas, revelers will also be subjected to inspections of their bags and backpacks at pedestrian screening areas also operated by police officers. The PNP forces at assistance centers and pedestrian screening areas are augmented by Kalibo’s municipal auxiliary police. There are also checkpoints for inner border security in the towns of Numancia and Banga, the neighboring towns of Kalibo, and at Barangay Pook in Kalibo, which is near the boundary of Kalibo and New Washington, another neighboring town. The checkpoints are jointly manned by the PNP and the Philippine Army. The security of this year’s Kalibo Sto. Nino Ati-atihan Festival is being augmented by 700 additional policemen from the Police Regional Office. PSSupt. Manlapaz said these policemen will be deployed in the streets and at police assistance centers to augment the local police force. First batch of these policemen from PRO6 arrived in Kalibo on January 13, while the last batch of the augmentation forces will be deployed on January 18. Kalibo Chief of Police Senior Police Inspector Honey May Ruiz said everything is being done to secure the Ati-atihan festival. Ruiz also called on vehicle owners never to leave their vehicles inside and outside the festival zones. The Kalibo PNP has started implementing the traffic rerouting plan since January 15, which will be up to January 21. Besides prohibiting the bringing in or carrying of heavy backpacks to festival areas, the local government unit of Kalibo also prohibits during the festival the selling and carrying of glass bottled drinks and smoking during the festivities. Aklan attains 1% blood collection target

KALIBO, Aklan, Jan. 17 (PIA6) -- The province of Aklan attained for the first time its targeted 1% blood collection representing 1% of the province’s total population, days before 2017 ended. Based on records from the Provincial Health Office (PHO) here, Aklan’s 2017 total population is 600,348. 1% of this is 6,003, while actual blood units collected reached 6,053, bringing the blood collection percentage to 1.01. As in previous years, blood collection activities in the province were spearheaded by the Philippine Red Cross in coordination with various health organizations and volunteers. Major sources of collected blood through Mobile Blood Donation (MBD) activities were the local government units (55%); Private organizations, (23%); Walk-in donors (9%); agencies, (10%); schools (2%); and religious groups (1%). Six Aklan municipalities were also able to attain their blood collection target corresponding to 1% of their respective population. These are the towns of Banga, which was able to collect 1.56%; Madalag, 1.39%; Tangalan, 1.36%; Malinao,. 1.34%; and Batan and Lezo, 1% each. PHO-Aklan said top three of these municipalities will be awarded during the Blood Olympics activities of the province later this year. Meanwhile, the Aklan Blood Coordinating Council (ABCC), which was formed in support of the National Voluntary Blood Services Program (NVBSP) of the Department of Health, vowed to help maintain and sustain the attained 1% blood collection of Aklan. Megs Lunn, ABCC President, said the council targets to assist Kalibo and Libacao towns in their blood collection activities this year. In 2017, Kalibo was only able to collect 75 units out of its 842 target or 0.09%; while Libacao had no collection at all. Boracay tourism earns P56B in 2017

KALIBO, Aklan, Enero 7 (PIA6) - The island of Boracay generated a total of P56,147,744,220.60 in tourism receipts last year, according to the Aklan Provincial Tourism Office. The “tourist-spend”receipts in 2017 increased by 14.83 percent as compared to the 2016 figure of P48,895,469,783.40. The said earnings came from the 2,001,974 tourists the island received in 2017; surpassing the two million target. APTO record showed that the 1,052,976 foreign and 42,060 overseas Filipino tourists from January to December 2017 were able to spend a total of P38,781,844,608.00 in Boracay. Meanwhile, the 972,994 domestic tourists spent about P17,365,899,612.60 for the whole year of 2017. Chinese comprised the biggest number of foreign tourists on the island last year at 375,284; followed closely by Koreans at 356,644; and Taiwanese at 40,802. Also included in the top 10 list of foreign nationals who visited the island were tourists from United States of America with 22,648 arrivals; Malaysia with 20,585; United Kingdom 17,416; Saudi Arabia 15,944; Australia, 15,365; Russia, 14,074; and Singapore, 9,897. News Feature: How Aklan "Queens" plan to combat HIV-AIDS People

KALIBO, Aklan, 6 December (PIA6) -- They are tall than the average female, wearing six inches or more high heeled sandals, which added more to their height. All long-haired, slim and long-legged, they all looked like your typical beauty contestants as they strut on stage in their festival costumes, swimsuit, and evening gowns. Actually, they are members of Aklan’s LGBT group and on November 30 at the ABL Sports Complex, Kalibo, Aklan, the twenty (20) of them competed with each other for the title “Queen of Aklan”, the beauty search among Aklan’s most beautiful and talented gay community members who would serve as advocates or spokespersons for the province’ fight against HIV AIDS. The “Queen of Aklan” search was conceptualized by the Butterfly Brigade, a group of gay men in Aklan who has committed to help in the information education campaign on HIV AIDS in the province by arming the public with enough knowledge through information and entertainment, according to Robbie Bastareche, Chairperson. Almost all municipalities in Aklan had representatives in the beauty search, with Kalibo having the most number. Most of the candidates used “screen” and catchy names when they introduced themselves to the audience at the start of the contest. After a grueling 3-hour pageant, the candidate from Altavas, Susan Margaret Garcia, clinched the Queen of Aklan title, who, right after hearing she was the winner, ditched her long wig and had the crown placed on top of her bare head, because she said she is just being true to herself. At 46, she was the oldest candidate in the contest. Completing her court were the candidates from Numancia, second runner-up; from Boracay Island, first runner up; from Kalibo, Aklan, LGBT Queen Tourism; and Malinao, Aklan, Queen for Gender Equality. In the question and answer portion, the top 5 contestants were asked on how they would treat the issue on the stigma of HIV AIDS while doing their advocacies. The following day, three of the winners – Garcia, Queen of Aklan; Asia Adriana Ybarra of Malinao, Aklan, Queen for Gender Equality, and Cristina Cassandra Ibarra of Numancia, Aklan, showed up at the province’ program at the lobby of the Provincial Capitol in observance of World AIDS Day. The three were all in supporting the cause of stopping or curtailing HIV AIDS through various strategies. For Queen Susan Margaret Garcia, she said she is strongly committed to share what she knows about HIV-AIDS to the public depending on the type of audience she will have on a case to case basis. On the other hand, Asia Adriana said that as a fashion designer, she could help in the advocacy campaign and at the same time raise funds for the cause, by having her collection of gowns sold, and organizing a fashion show, proceeds of which will be donated to the Provincial Health Office (PHO) to augment the funds for advocacy campaigns. Meanwhile, Cristina Cassandra committed to give her 100% support in the fight against HIV AIDS. “Let us open our eyes to stop HIV AIDS, before HIV AIDS closes our eyes”, she said. Records from the Provincial Health Office here show that from June 1986 up to August of this year, Aklan has listed a total of 126 Persons Living With HIV-AIDS in the province. Of these number, 91 are asymptomatic while 35 are on HIV AIDS conditions. 91 of these are males while 35 are females. KALIBO, Aklan, Dec. 28 (PIA6) - The province of Aklan and its three municipalities had swept awards in the recently conducted Excellence in Local Governance (EXCELL) Awards at the Iloilo Convention Center in Iloilo City. The EXCELL Awards is the Department of the Interior and Local Government’s award program for the local government units to recognize municipalities, cities and provinces for their efforts in instituting good governance in their respective communities. According to DILG-Aklan Information Officer John Ian Vic Guarino, the said award program is conceptualized as a continuing project of the DILG VI for best managed local governments in the region showcasing their achievements in governance, administration, social services, economic development and environmental management initiatives. In the said EXCELL Awards, Aklan was named as the Best Performing Province in Western Visayas; that was likewise recognized as champion both in the Excellence in Administrative Governance and Excellence in Social Governance categories; and first runner-up in Excellence in Economic Governance. For the first to third class municipality, Kalibo bagged the first runner -up for the Best Performing Municipality; and named champion for Excellence in Administrative Governance and Best Practice in Administrative Governance. Meanwhile, the town of Malinao got the second runner-up for the Best Performing Municipality for the 4th to 6th class municipality; recognized as first runner up for Excellence in Administrative Governance, Excellence in Social Governance, and Excellence in Economic Governance. Malinao was also the Excellence in Environmental Governance second runner-up. Also in the same municipality class, Tangalan was a nominee for the Best Performing Municipality and was able to get the 2nd place in the category of Excellence in Economic Governance. 'Urduja' damages in Aklan reach P96M

KALIBO, Aklan, Dec. 29 (PIA6) -- The province of Aklan suffered a total of P96,110,284.60 in damages due to Typhoon Urduja which struck Aklan December 16 of this year causing floods, landslides, heavy rains and strong winds, which also damaged houses in two western municipalities. The damages were most pronounced in the western side of Aklan particularly in the towns of Buruanga and Malay, based on the final Damage Assessment Report of the Provincial Risk Reduction and Management Council dated December 27, 2017. Infrastructure listed the biggest damage, which reached P70,935,000.00 while the agriculture sector suffered P8,625,284.60, and lifelines - P70,935,000.00. Totally damaged houses were 45, while partially damaged reached 1,027. Malay town had 25 totally-damaged houses while Buruanga had 16. On the other hand, Buruanga had more partially-damaged houses with 768 than Malay, which had 251. Affected persons reached 71,330 belonging to 15,063 families. Buruanga’s damaged in agriculture reached P1,841,487.60 while Malay had P987,200.00 in agri damages. Other towns which reported damages in agriculture included Banga,with P517,500.00; Ibajay,P3,564,193.00; Kalibo, P555,500.00; Libacao,P370,968.00; New Washington,P570,000.00; and Tangalan, P218,436.00. Towns which reported damages on infrastructure were Buruanga, with P14,710,000.00; Libacao, P850,000.00; Malay, P53,075,000.00; and Tangalan, P2,300,000.00. Buruanga reported P16,275 damages on its public utilities. The town of Buruanga was the only town which reported damages on its lifelines, which reached P275,000.00. There were no reported deaths and missing persons in Aklan due to the typhoon onslaught but 6 were reported injured – with 3 from Buruanga, 2 from Malay and 1 in Nabas. Aklan guv mulls unique assistance scheme for sick indigents

KALIBO, Aklan, Dec. 3 (PIA6) -- The provincial government of Aklan is planning to design a system to help indigent and sick Aklanons going to the provincial hospital get immediate treatment as well as financial relief through a special ID system. Aklan governor Florencio T. Miraflores shared this plan during the province’s observance of World AIDS Day at the lobby of the Provincial Capitol Building December 1. Miraflores said the ID system will be provided for Aklanon indigents who are on the list of the National Household Targeting System (NHTS) which will be used when these people seek consultation and treatment at the Dr. Rafael S. Tumbokon Memorial Hospital (DRSTMH), Aklan’s provincial hospital. Saying most indigent Aklanons going to the hospital have no money with them, the governor said the scheme will be of help to these people because with the use of the the card, a patient will immediately get P5,000 financial assistance just by swiping the card. The financial assistance will be provided by the provincial government. Miraflores said this practice of assisting indigents had long been going on, but the planned scheme will make things easier for the beneficiaries. “Through this, the patients will no longer go to the Provincial Capitol for assistance, proceed to the Provincial Social Welfare and Development Office (PSWDO), and then referred to the barangay captain”, he said. The governor added that the present practice delays the financial assistance. “If they need financial help, they need not line up anymore”, he said, stressing that this new program will take care of the province's indigents, who currently are also enjoying the “No Balance Billing” scheme when they get discharged from the hospital. Meanwhile, the governor, in the same occasion, congratulated the winners of the Queen of Aklan Search initiated by the Butterfly Brigade to further generate awareness on HIV-AIDS. The pageant winners, led by Susan Margaret Garcia of Altavas, Aklan, who clinched the crown, graced the World AIDS Day celebration of the province. Governor Miraflores commended them for being ambassadors in stopping HIV-AIDS. He said it is very important to arrest incidents of HIV-AIDS, and gave his assurance that the Provincial Government of Aklan is always supportive of the cause in eradicating HIV-AIDS in the province.
