New Aklan Gov presents plans

KALIBO, Aklan, July 4 (PIA6) -- Agriculture, fisheries and tourism – these will be the major thrusts that the provincial government of Aklan will be zeroing in under the leadership of Governor Florencio T. Miraflores, who takes over the helm of leading the province for the next three years.
Miraflores enumerated these major thrusts, saying he takes over where his predecessor, former Governor Carlito Marquez has left off, during his presentation of his administration’s plans, programs and directions in local governance before the new set of Sangguniang Panlalawigan during the provincial legislative’s body’s inaugural session.
The inaugural session, presided by Vice Governor Gabrielle V. Calizo-Quimpo, was held July 3 at the SP Session Hall, Provincial Capitol attended by a jampacked crowd composed of heads and representatives of national government agencies, provincial government offices, local government units and the media.
For the agriculture sector, Miraflores said the province will continue to focus on increasing rice and abaca production, rice hybridization and farm mechanization.
The current road-widening project in Kalibo, Numancia and Makato by the Department of Public Works and Highways (DPWH), according to him, is also a good start to further improve the road network in the area, and revealed that a by-pass road will soon be constructed between the towns of Numancia and Makato to shorten the travel time of the public, especially the tourists and visitors passing through the Kalibo International Airport (KIA).
Miraflores also said that KIA will be further expanded to accommodate long-haul aircrafts.
“We do not want KIA to be left behind so the runway and apron will be expanded to open it to more destinations and remain as a premier airport in the province,” he said.
Among other things, he also mentioned the improvement and rehabilitation of the Dr. Rafael S. Tumbokon Memorial Hospital (DRSTMH), Aklan’s provincial hospital and other district hospitals located in strategic municipalities, procurement of hospital equipment, and additional Philhealth membership of Aklan’s indigents.
With the need to have enough power supply for Aklan, the governor revealed that Petro Energy, to be generated by wind power and seen to provide 50 megawatts of electricity, had been granted by the Department of Energy (DOE) its request for its commercial development and will soon be constructed with its completion set in 2014.
Once completed, Miraflores said this will be another tourist attraction in the province.
The governor also announced the soon-to start dredging of the Aklan River to mitigate flooding and reduce disaster risks in the municipality of Kalibo and other adjacent towns during heavy rains.
Some 15 million cubic meters of the dredged materials, according to Miraflores, will be brought to Singapore by the dredging company.
“At the same time, the province will earn from the dredging as the company that will conduct it, STL, will pay P5 for every cubic meter dredged,” Miraflores said.
For all his plans and programs for the province for the next 3 years, Miraflores solicited the legislative support of the current Sangguniang Panlalawigan, saying he needs their cooperative efforts and advice.
For her part, Aklan Vice Governor Gabrielle Calizo-Quimpo assured Miraflores that the chamber has never been known to be an obstructionist body, proven with the performance of the past SP team that had done its job to support the goals of the province to make Aklan a worthy place to live in.
Members of the Aklan SP for 2013-2016 include Honorables Soviet De la Cruz, Atty. Harry Sucgang, Rodson Mayor, Lillian Q. Tirol and Atty. Plaridel Morania for the eastern district and Honorables Joen Miraflores, Esel Flores, Nelson Sta. Maria, Roberto M. Garcia, Jr. and Ramon S. Gelito for the western district.
Other SP members include Hon. Edina Gelito, ABC Provincial Federation President and Hon. Bob Augusto Legaspi representing the Provincial SK Federation.

Kalibo's MDRRMC bags 1st place for Gawad Kalasag

Villanueva KALIBO, Aklan, July 2 (PIA6) -- The Municipal Disaster Risk Reduction and Management Council (MDRRMC) of Kalibo has been adjudged 1st place in the Search for Disaster Risk Reduction and Management and humanitarian Assistance 2013 in the 1st to 3rd class municipalities category.
This information was relayed to Kalibo mayor William Lachica, MDRRMC chairman by the Regional Disaster Risk Reduction and Management Council (RDRRMC) recently, informing the municipality that it passed the rigid evaluation by the Regional Selection Committee on May 6, 2013 and is one of the regional awardees for this year.
Kalibo’s MDRRMC, which got a rating percentage of 92.44%, edged out last year’s 1st placer, Sibalom, Antique, which got 88.61 rating this year and came in second place in the search.
Kalibo also joined the Government Emergency Response Management (GEM) category in basic search and rescue contest, which won for its special operations unit second place with a rating percentage of 90.44%.
Presently, MDRRMC-Kalibo, under the helm of forcal person Terence T. Toriano is in the thick of preparations for this month’s observance of Disaster Preparedness, especially with the onset of the heavy rains. (JCM/VGV PIA 6 Aklan)

Press Release: DOST search for undergrad scholarship applicants on

KALIBO, Aklan, June 21 (PIA6) -- The Department of Science and Technology – Science and Technology Institute (DOST-SEI) is now accepting applicants for 2014 Science and Technology Undergraduate Scholarship.
DOST-Aklan Provincial Science and Technology Director Jairus Lachica said the scholarship is open to all high school graduating students who intend to pursue priority fields of study in science, mathematics and engineering.
Applicants, Lachica said, must be natural-born Filipino citizens who belong to upper five percent (5%) of the regular high school graduating class of a DOSE-SEI identified or Department of Education (DepEd)-recognized science high school; a resident of the municipality for the last 4 years as attested by the barangay; and of good moral character and in good health.
The scholarship also intends to help poor, talented and deserving students who belong to a family whose socio-economic status does not exceed the set values of certain indicators.
Application forms can now be obtained from DOST-Aklan, or can be downloaded at the website www.sei.dost.gov.ph.
Accomplished forms can be filed at the office of DOST-Aklan, deadline of which is on August 23, 2013.
Date of examination is on September 22, 2013.
Scholarship privileges for those who will pass the examination include P8,000.00 for tuition and other school fees per semester; P5,000.00 book allowance per year; P500.00 for PE uniform for First Year only; transportation allowance for those studying outside of home province and monthly living allowance of P5,000.00 for those taking BS Physics/Physics Teaching/Geology/Mining Engineer and P4,000.00 for those taking other DOST-SEI Priority courses.
Once qualified for the scholarship, scholars could choose to enroll in any of the 34 educational institutions identified by the DOST all over the country depending on the courses that they would take.

lifestyle, exercise make happy, healthy kidneys

KALIBO, Aklan, June 17 (PIA6) -- A modified lifestyle coupled with regular exercise, even just a 30-minute daily walk could mean a lot to make our kidneys healthy and happy, according to Dr. Allan Tolentino, the only nephrologist in the province of Aklan and a member of the Aklan Medical Society (AMS) here.
Dr. Tolentino gave this advice to Aklanons through a radio interview over a local radio station here on the proper ways of caring for the kidneys as the country celebrates this June National Kidney Month.
Kidneys, according to him, perform very important functions for the body – they regulate and adjust the right amount of elements and water in the body and regulate blood pressure, and act as the janitor, ridding the body of poisonous elements.
Kidneys are also important for the production of red blood cells and the development of strong bones.
“If our kidneys are not functioning anymore, our body cannot produce red blood cells, so we grow pale. Our bones also become brittle if our kidneys are damaged already,” Dr. Tolentino said.
For early detection of kidney problems, Dr. Tolentino said everybody must undergo urinalysis yearly.
Those suffering from kidney problems usually have decreased amounts of urine, gets easily tired, has vomiting episodes, no appetite for food, and has swelling of feet and hands.
He however cautioned the people that swelling could also be caused by other diseases, so it is important for the affected person to seek consultation.
Among the diseases that can cause damage to kidneys are diabetes and hypertension.
When one has these diseases, Dr. Tolentino said the patient must have regular check-ups, control his/her blood sugar intake, eat the right foods and avoid taking herbal medication.
When one’s kidneys are already damaged, Dr. Tolentino said these can never be restored to their normal state, which could be life-threatening as well as cause heavy financial and psychological burden to the patient and the family.
Those suffering from kidney diseases must avoid taking pain relievers as these could also further cause damage.
Among other things to keep the kidneys healthy, Dr. Tolentino advises people to stop smoking, take medicines properly, and have regular monitoring of the kidneys through check-ups and urinalysis as early detection could save the kidneys.
“When these things are properly observed, we can then say that ‘Malusog Na Bato, Yan Ang Gusto Ko’, the theme of this year’s Kidney Month Celebration”, Dr. Tolentino concluded. (JCM/VGV PIA 6 Aklan)

Jail officers' expertise not limited within premises - BJMP

KALIBO, Aklan, June 6 -- The expertise of jail officers of the Bureau of Jail Management and Penology (BJMP) Aklan District Jail (ADJ) are not only confined within the jail premises, and these will be showcased as the institution observes Community Relations Service this month of June, according to J/Insp. Norberto Miciano Jr., BJMP-Aklan’s new jail warden.
Miciano said that as a month-long celebration, the BJMP has lined-up several activities which are relevant to the observation as well as to enhance the hidden potentials of inmates behind bars of the institution in located in Barangay Nalook, Kalibo, Aklan.
“The BJMP is not just a correctional institution but one that is concerned with community development too,” Miciano said.
Activities lined-up for the celebration, according to Miciano, are anchored on the theme “Mahusay at Maagap na Serbisyo, Gabay sa Matuwid na Pagbabago”.
Some of these activities were held already, like the Clean and Green Fun Drive in the jail vicinity on June 1 and a National Legal Consultation Day on June 6 participated in by lawyers from the Integrated Bar of the Philippines (IBP), Public Attorney’s Office (PAO) and other law practitioners in Aklan who gave updates on the BJMP inmates’ cases.
Other activities to be held include a seminar cum information dissemination on the Facts and Dangers of Smoking, RA 10351 or the Sin Tax Reform Law of 2012 and General Information and Effects of Prohibited Drugs.
Target audience of this information dissemination activities are the BJMP inmates.
For the community, jail officers have scheduled a Read A Book activity on June 17 at Nalook Elementary School where they themselves would be acting as teachers and read stories to school children to promote and instill Filipino values, followed by food-giving.
The BJMP has also sent letters to Aklan’s Criminology schools for the conduct of an activity to create awareness among students the role of public servants in the Correctional System of the Philippines.
The BJMP has also slated a Summer Sportsfest among personnel and inmates to develop sportsmanship and and teamwork among them, with games such as basketball, volleyball, table tennis, chess, etc. expected to end by third week of June.
To be one too with the Department of Education (DepEd) in the opening of schools this June, BJMP personnel also participated in the Brigada Eskwela at Nalook Elementary School.

Feeding program to benefit some 12,749 day care kids

KALIBO, Aklan, May 28 (PIA6) -- Some 12,749 day care children in Aklan with ages from 3 to 5 years old will be benefiting from this year’s Supplementary Feeding Program, according to the Department of Social Welfare and Development (DSWD).
The Supplementary Feeding program for these Aklanon Day Care kids has an allocation of P19,888,440.
The DSWD regional office revealed that for this year, the department targets to feed 180,335 day care kids in Western Visayas and sets to release P281,322,600 for this program.
Based on the list of beneficiaries and corresponding allocations, Guimaras has the least number of beneficiaries with 4,226 beneficiaries with an allocation of P36,592,560.
On the other hand, Negros Occidental has the highest number of beneficiaries with 65,353 day care kids with an allocation of P101,950,680; followed by Iloilo with 46,791 and P72,993,960 allocation; Antique with 19,848 kids and P30,962,880 allocation, and Capiz, 14,578 and P22,741,680 allocation.
The DSWD said the implementation of supplementary feeding is in response to the 2006 Family Income Expenditure Survey(FIES) conducted by the National Statistics Office (NSO) which revealed that 11% of Filipino families cannot buy nutritional foods essential for their well-being and health.
Aklan, according to the Provincial Social Welfare and Development Office (PSWDO) here, has currently a total of 450 Day Care Centers.

First Natural Fibers Center opens in Aklan

KALIBO, Aklan, May 27 (PIA6) -- Aklan's natural fibers have great potential With this belief, the province of Aklan recently held a “soft” opening of the Natural Fibers Technology Resource Center (NFTRC) at the Aklan State University (ASU) Banga Campus.
The natural fibers resource center opening was made possible through the collaboration of ASU, the Department of Science and Technology (DOST), the Department of Agriculture (DA) and the different natural fibers – producing local government units in the province – Kalibo and Balete (pina fiber); Libacao, Banga, Malinao and Altavas (abaca); and Nabas (bariw); and is projected as a One-Stop Information Shop on natural fibers for Aklanon entrepreneurs and stakeholders and from nearby provinces.
The NFTRC at ASU-Banga, according to DOST-Aklan Provincial Science and Technology Director Jairus Lachica is the first-ever center of its kind in Western Visayas.
With the NFTRC in place, ASU will serve as a training center for government and non-government agencies, according to Lachica.
Prior to its recent opening, Lachica said the DOST has already provided the center needed equipment worth P630,000 – some of which include looms, and computer and projector for trainings.
Besides serving as a repository of baseline data/information on natural fibers technology, the center, through its proponent-researchers, will also do studies on natural dye applications for pina and abaca cloth, raffia, bariw and other fibers.
After the center’s soft opening, it is projected that in 15 months’ time, a permanent building will be in place already, as the DA, according to Lachica, has earmarked a budget of P3.550 million for its building to be constructed inside the ASU-Banga Campus.
To sustain the project, proponents are keen in inviting fiber processors/entrepreneurs in Aklan to be accredited members and help establish the One Stop Information Center, with the assistance of other government agencies like the DOST, the Fiber Industry Development Authority (FIDA), Department of Trade and Industry (DTI) to help develop new fiber products in order to become globally-competitive.
With its own building yet to be constructed, displays of various products made of natural fibers are now at the Natural Fibers Technology Resource Center at ASU-Banga Campus.
The DOST is also open to extend another assistance to complete or complement the facilities of the center, according to Lachica.

Farmers assured of crops with PCIC

KALIBO, Aklan, May 21 (PIA6) -- Rice and corn farmers in the municipality of Kalibo will now be assured that despite floods and other natural calamities that could strike their crops at their most productive cycle, they could still rise and plant again through through crop insurance offered by the government.
This, as recently, the Philippine Crop Insurance Corporation (PCIC) conducted an orientation here of its services to rice and corn farmers of Kalibo regarding the PCIC Premium Subsidy Program, according to the Municipal Agricultural Services Division of the municipality of Kalibo.
The PHIC operates under the Department of Agriculture (DA) and is offering Kalibo rice and corn farmers to insure their crops.
During the orientation, Clarence Jereza of PCIC-Iloilo explained that farmers qualified to avail of the PCIC insurance are those whose rice farms have areas from 2,500 up to 10,000 square meters or one hectare.
These rice fields, according to Jereza, should already be thriving with at least 15 days old rice plants.
According to the PCIC, farmers only need to pay P50.00 per cropping while the government will shoulder P4,340.00 as counterpart.
In case of occurrence of natural calamities causing damages to crops, farmers will be assisted by the PCIC after report on damages had been submitted.
Farm technicians and the PCIC will also assess the damages to crops to determine the amount to be paid the farmers.
Besides rice and corn insurance, PCIC also offers high-value crop insurance, non-crop agricultural asset insurance, livestock insurance, fisheries insurance and term insurance packages. (JCM/VGV PIA6 Aklan)
Wrong birth entries now easier to correct with new law

KALIBO, Aklan, May 20 (PIA6) -- People encountering problems with entries in their birth certificates can now heave a sigh of relief as these could be corrected through a new law.
Through Republic Act 10172 which took effect October 24, 2012, the National Statistics Office (NSO) here said people need not spend money and go to court to have their dates of birth corrected or correct their sex erroneously entered in their birth certificates.
RA 10172, according to NSO-Aklan Provincial Statistics Officer Blas M. Solidum, is an act authorizing municipal or city civil registrars or consul-general to to correct clerical or typographical errors in the day and month in the date of birth and the sex of the person appearing in the civil register without need of going to court for a judicial order.
Solidum clarified however that correction of year of birth in the civil register is not covered by the law so the petition should be filed in court.
Persons of legal age can file for the correction of the day of month of birthdays, but if minors or physically and mentally incapacitated, his parents, spouse, any of his children, sisters grandparents and guardians or those duly authorized by the law could file the petition in his behalf.
Meanwhile, people who have problems with records regarding their true sex in their birth certificates should personally file their petition with the Local Civil Registrar or Philippine Consulate where the record to be corrected is registered.
Besides a medical certification issued by an accredited government doctor stating that the petitioner has not undergone sex change or sex transplant, petitioners for this correction needs to submit earliest school records/documents, medical records, baptismal certificate and other documents issued by religious authorities, NBI/police clearance or employer clearance and affidavit of publication from the publisher of the newspaper and a copy of a newspaper clipping.
A petitioner needs to pay P3,000.00 to the concerned LCRO, but if an indigent and if his petition is supported by a certification from the Municipal Social Welfare and Development Officer, he could be exempted from paying this amount. (JCM/VGV PIA 6 Aklan)

PHO avocates healthy lifestyle to fight lifestyle diseases

KALIBO, Aklan, May 16 (PIA6) -- The Provincial Health Office (PHO) here is advocating healthy lifestyle practices to beat Aklan’s top 10 killer diseases.
In a meeting recently of the Kalusugang Pangkalahatan/Community Health Team (KP-CHT) Multisectoral Task Force Meeting, Provincial Health Officer I Dr. Leslie Anne Luces revealed that of the ten top killer diseases in Aklan, most are branded as lifestyle diseases, like heart failure, cancer, hypertension, Myocardial Infarction, Diabetes Mellitus, and Renal Failure.
To keep Aklanons from being afflicted by these lifestyle diseases, Dr. Luces is advocating for the practice of healthy lifestyle – proper nutrition, exercise, and early detection of diseases through regular check-ups.
For working people, Dr. Luces also advised them against bringing their work home, so they could have enough rest.
“Not bringing your work home will keep you from stress,” Dr. Luces said.
Stress, according to her, can cause lifestyle diseases.
Based on PHO records, the province top ten 2012 killer diseases include pneumonia, Cardio-Vascular Disease, Heart Failure, Cancer, Hypertension, Myocardial Infarction, Diabetes Mellitus, Sepsis, Acute Respiratory Distress Sysdrome and Renal Failure.
The recent KP/CHT meeting was the first one to be held this year, spearheaded by the Provincial Health Office and attended by task force members coming from the different national and provincial offices and non-government organizations in the province.

Votes from 13 Aklan towns canvassed

KALIBO, Aklan, May 15 (PIA6) -- Election returns from Aklan’s 13 municipalities in the eastern and western sides had been canvassed here at the Sanggguniang Panlalawigan Session Hall by the Provincial Board of Canvassers (PBOC) with four more to go.
Canvassing of the votes started May 14 and continued today, May 15 at 8:00 a.m. but was halted as the board still awaits the submission of election returns from the towns of Banga, Batan, Numancia and Ibajay.
Aklan has 17 towns.
Atty. Roberto Salazar, Provincial Election Supervisor of the Commission on Elections (COMELEC) here and PBOC Chairman said canvassing of elections returns would resume at 3:00 p.m. today assuming that the awaited election returns from the said municipalities would be submitted.
The delay in the canvassing was due to defective compact flash (CF) cards and the rainy weather which delayed the transmission of returns from the hinterland barangays of Libacao town.
The latest count by the PBOC of ERs from the 13 towns – Altavas, Balete, Kalibo, Libacao, Madalag, New Washington, Buruanga, Lezo, Makato, Malay, Malinao, Nabas and Tangalan as of 9:00 a.m. today showed that congressional candidate for Aklan’s lone district Teodorico Haresco, Jr. (Independent) obtained 72,681 votes, as against the votes of other contenders like Antonio Maming (UNA), who got 69,137 votes; Phoebe Clarice Cabagnot, (Independent) who got 26,534 and Ramy Panagsagan, (Independent), 4,607.
For the gubernatorial race, gubernatorial candidate from the Liberal Party Florencio T. Miraflores garnered 84,284 votes as against the 73,307 received by Ramon Legaspi Jr. of the United Nationalist Alliance (UNA).
For the vice gubernatorial position, incumbent Gabrielle Calizo Quimpo (NP) got 82,872 votes while her opponent, Victor Manuel Garcia of UNA got 6,922 votes.

BIR reminds candidates to issue receipts for donations received

KALIBO, Aklan, May 8 (PIA6) -- Candidates running in the May 13, 2013 local and national elections are now required to issue official receipts for every donation they receive, according to the Bureau of Internal Revenue (BIR) here.
This requirement, according to Atty. Vicente Tady, OIC Asst. Revenue District Officer of BIR-Aklan, shared this information during the recent meeting of the Aklan Public Information Officers Association (APIOA) held at the DOST-Provincial Science Technology Center, Provincial Capitol, Kalibo, Aklan.
According to Atty. Tady, after filing their Certificates of Candidacies (COCs), candidates should register with the BIR, in keeping with Revenue Memorandum Circular No. 15-2013, issued to publish and implement pertinent provisions of Resolution No. 9476 issued by the Commission on Elections (COMELEC) on June 2012.
Based on COMELEC Resolution entitled “Rules and Regulations Governing Campaign Finance and Disclosure in Connection with the May 2013 National and Local Elections and Subsequent Elections Thereafter”, besides issuing receipts, candidates are also required to keep detailed, full and accurate records of all contributions received and expenditures incurred by him and by those acting under his authority, and be responsible for the preservation of the records of contributions and expenditures, together with all pertinent documents for at least 3 years after the holding of the elections.
“If the candidates have no printed official receipts, they could buy from our office BIR-printed Non-VAT official receipts for P100.00 per stub”, Atty. Tady said.
Atty. Tady also said that should donations be in kind, the candidates should estimate the cost and reflect this in the receipt to be issued to the donor.
All unissued receipts after the elections should then be surrendered or returned to the BIR, Atty. Tady said.
Based on the resolution, registration of individuals as candidates shall automatically end thirty days from the date of the election.
Besides Atty. Tady of BIR-Aklan, the Commission on Elections (COMELEC) Provincial Office, through Roman SJ Sitjar, and the Civil Service Commission (CSC) Field Office through Ferdinand Macogue, Administrative Officer, also took turns in briefing the province’ information officers on the status of preparations for the May 13, 2013 local and national elections, revisiting the functions of the Precinct Count Optical Scanner (PCOS) machines and its schedule of deliveries to various Aklan towns; and in warning government officials and employees from engaging in partisan political activities which could cause their dismissal from government service and suffer other punishments. AKELCO assures no brownout on election day

KALIBO, Aklan, May 7 (PIA6) -- There will be enough power supply for the whole province of Aklan on May 13, 2013, Election Day.
This assurance came from the Aklan Electric Cooperative, Inc. (AKELCO), the province’s main power distributor.
AKELCO however, despite this assurance, issued an appeal to Aklanons to practice energy conservation on that day so that there will be a balanced distribution of power supply in polling precincts all over the province.
In an advisory released by the power cooperative through its General Manager, Chito M. Peralta, AKELCO called on Aklanons that on May 13, they should turn off unnecessary lights, schedule ironing of clothers on other days, limit television viewing and playing of computer games.
“For us to help make the Election Day a success, everyone is encouraged to conserve energy so that we can have enough and unhampered electric power supply in polling precincts provincewide,” Peralta said in the advisory.
Peralta also assured that AKELCO is doing every means to monitor power supply and provide power assistance in polling precincts during the elections.
The campaign to conserve energy during the Election Day will not only be practices in Aklan but nationwide, as the government believes that this collective effort among Filipinos is a good way to achieve a peaceful, productive and successful elections.

This was the frank message the Commission on Elections (COMELEC) and the Civil Service Commission (CSC) delivered to government officials and employees during the May 3 meeting of the Aklan Public Information Officers Association (APIOA) held at the Department of Science and Technology (DOST) Provincial Office at the Provincial Capitol Grounds.
The COMELEC and the CSC both issued this statement to make it clear to government employees that campaigning for candidates, even if these are their close kin, is a big no-no, and taking a leave of absence will not make them less of a government employee.
The COMELEC and the CSC offices were both invited by the APIOA to give briefings on the forthcoming May 13, 2013 national and local elections.
The COMELEC, through Roman SJ Sitjar, briefed the information officers on the functions of the precinct count optical scan (PCOS), delivery of the same to various Aklan towns, final testing of the machines on May 10 and basic reminders to voters when voting, like coming early and voting on a “first come, first served” basis.
He also warned voters not to over-vote, so as not to jeopardize their ballots.
“COMELEC-Aklan is ready for the May 13, 2013 elections, especially with your cooperation”, Sitjar said to the information officers.
Sitjar assured his audience that the PCOS machines could run on batteries for 12 hours.
The CSC, on the other hand through Ferdinand Macogue, Administrative Officer V, warned the government information officers partisan political activities directly or indirectly so as not to be charged of grave election offense.
Grave election offenses, according to Macogue, will cause the erring government employee to be dismissed from the service, forfeiture of his/her benefits, forfeiture and cancellation of eligibility and barring him/her from taking career service examinations and barring him/her from re-entry in the government service.
If one is interested to participate in the elections besides voting, Macogue said this could be through volunteerism for HOPE – honest, orderly and peaceful elections by joining the National Citizens Movement For Free Elections (NAMFREL) or the Parish Pastoral Council for Responsible Voting (PPCRV).
The province of Aklan has a total voting population of 328,642.
Through the briefing, APIOA officers and members, from Aklan’s 17 local government units and national government offices and GOCCs, hope to help relay useful information to their fellow government employees on proper behavior during the election period as well as to help educate and inform the public on the features and set-ups for the May 2013 elections. NSO's Serbilis Center generates more collections

KALIBO, Aklan, May 2 (PIA6) -- The Serbilis Center of the National Statistics Office (NSO) here not only provides Aklanons and residents of other neighboring provinces easy and fast access to much-needed civil registry documents – it also generates collections for the government, which, in 2012, registered an increase of 5%.
According to NSO-Aklan, the Kalibo Serbilis Center was able to collect P13.4 million in cash revenues in 2012, which was 5% higher that the P12.8 million collected in 2011.
The month of May last year had the highest collections of P1.9 million, followed by April with P1.3 million, and March, with P1.2 million.
Blas Solidum, NSO-Aklan Provincial Statistics Officer, said the increase in the collections during these months last year was due to the big number of clients who requested for copies of civil registry documents like birth certificates for use in school, employment, marriage, benefit claims and in securing passports or for travel abroad.
Solidum added the volume of transactions last year for the same period increased by 5.4%; from 84,320 in 2011 to 88,860 in 2012.
Months with the highest transactions during the period were May with 12,634; April with 8,497 and March with 7,975.
Transactions were lowest in the months of December and November.
The monthly average collection of the NSO Serbilis Center is placed at P1.1 million.

I-CON to jump-start investment opportunities in Aklan

KALIBO, Aklan, April 27 (PIA6) -- Everything is now in place for Aklan’s hosting of the first-ever Investment Conference or I-CON on April 30, 2013 at the Gov. Corazon L. Cabagnot Tourism and Training Center in Old Buswang, Kalibo, Aklan.
With the theme “Building Alliances for Competitive Industries”, the I-CON, according to Department of Trade and Industry (DTI) 6 Regional Director Dominic P. Abad, aims to jump-start local investment opportunities and projects that can spur more vibrant economic activities in Aklan.
Abad, who took charge in inviting other regional directors of various government agencies and other entities to the I-CON, added that the activity will be the venue for prospective project proponents, potential investors and enablers from both government and private sectors to meet and establish business partnerships and alliances.
“Given the province’s jewel in tourism – Boracay Island, which is one of the world’s choice destinations, demand for food services and other products that cater to the needs of tourists and guests in the resort island is a big window of opportunity for business and investment”, Abad said in his letter.
Abad also said that in preparation for I-CON with the DTI in the lead, organizers, in consultation with key stakeholders and with the support of the Provincial Government of Aklan, have identified investment areas or sectors, such as abaca plantation and fiber processing, coco coir, processed food and agri-aqua products particularly fish (pangasius), fruits and vegetables, and meat and poultry.
At the I-CON, DTI Secretary Gregory L. Domingo, who will be gracing the activity, will deliver the keynote message, while Undersecretary Merly M. Cruz, DTI Regional Operations Division Group, will give the I-CON Rationale.
Welcome messages will be delivered by Kalibo Mayor William Lachica, Aklan Governor Carlito S. Marquez and Congressman Florencio T. Miraflores.

KALIBO, Aklan, April 27 (PIA6) -- The province’ outstanding taxpayers, municipal treasurers and assessors and Philippine National Police (PNP) Revenue Generation Task Force of Aklan for 2012 were recently honored here in a simple awarding ceremony at the Augusto B. Legaspi (ABL) Sports Complex.
The awarding was Aklan’s way of recognizing the respective groups’ efforts for their intensive tax collection activities and compliance on the part of the cited taxpayers, held as one of the province’ activities in celebration of Aklan’s 57th anniversary.
Aklan’s 17 municipalities had one outstanding taxpayer each who were the top taxpayers in their respective towns – for Altavas, outstanding taxpayer was Smart Telecom, Inc.; Balete, Mayor Teodoro V. Calizo, Jr.; Banga, Governor Carlito S. Marquez; Batan, Prosperidad Del Rosario; Buruanga, Smart Communications, Inc.; Ibajay, Florencia S. Solano; Kalibo, United Coconut Planters Bank; Lezo, Rafel Realty & Development Corporation owned by Ms. Felicitas R. Aklan opens 57th anniversary with piña and fiber fest
KALIBO, Aklan, April 23 (PIA6) -- The formal opening of the 14th Pina and Fiber Festival and the Agri-Industrial Fair at the Provincial Capitol Grounds here April 22 officially kicked-off this year’s celebration of Aklan’s 57th anniversary as a separate province from Capiz.
The Pina and Fiber Festival, located at the Trade Hall, and the Agri-Industrial Fair at the Provincial Capitol Grounds will be open to the public from April 22-30, 2013 as two of the major activities of the province in the celebration of its 57th anniversary.
As with the previous years, this year’s Pina and Fiber Festival will be showcasing Aklan’s products made of indigenous fibers such as pina, abaca, raffia and nito.
Joining this year’s showcase are 55 exhibitors featuring pina wearables and high fashion apparels, gifts and housewares, furniture and furnishings, and agri-and aqua-based processed foods.
Abaca will be featured in the Fiberfest as an emerging industry sector showcasing its various uses and applications too.
In his message at the opening of the Fiberfest, Aklan Governor Carlito Marquez said the abaca industry in the province, raised on 4,000 hectares of land in various municipalities here, have earned millions for abaca farmers and at the same time provided employment to 8,000 Aklanons.
With the proposed Pook Eco-tourism site in Kalibo, the province, according to him, is planning to showcase the pina and abaca loom-weaving industry by inviting the prime movers of the Fiberfest like the Hugod Aklanon Producers and Traders and the Aklan Pina and Indigenous Fibers Manufacturers and Traders Association Incorporated to put up loom-weaving machineries in the area to demonstrate to tourists and visitors the intricacies of weaving the fibers into expensive and delicate cloth.
Meanwhile, besides the 55 exhibitors composed of Small and Medium Enterprises (SMEs), Aklan’s 17 municipalities will also be exhibiting its products under the One Town, One Product (OTOP) program along with their other respective agricultural and industrial produce.
The exhibits start daily from April 22-30 from 9 a.m. to 6:00 p.m.
From 6:00 p.m., food lovers and music enthusiasts will then be treated and entertained nightly during the same dates at the Provincial Capitol Grounds through the “Tsibugan Sa Kapitolyo”, a counterpart project of the Philippine Chamber of Commerce and Industry (PCCI) Aklan Chapter.

Aklan coop gets DTI's "Big Push"
KALIBO, Aklan, April 22 (PIA6) -- A cooperative in Aklan involved in the pina-weaving industry has been identified by the Department of Trade and Industry (DTI) as its qualified cooperator/partner in the Shared Service Facilities (SSF) Project under its “Big Push” for Small and Medium Enterprises (SME) Development Program in the province.
The SSF, according to DTI-Aklan Provincial Director Diosdado P. Cadena, Jr., is a Public Private Partnership (PPP) initiative which will be implemented through a private sector partner which can provide sustainable facilities to house the machinery and equipment.
Under the scheme, the Handicraft of Aklan Multi-Purpose Cooperative (HAMPCO) will be given 50 handloom units which will be forwarded to its identified recipients in the municipalities of Kalibo, Lezo and Makato.
Kalibo, the pina loom-weaving capital of Aklan will have 13 handlooms which will be given to Barangays New Buswang and Old Buswang; Lezo will have 17 handlooms with Poblacion and Ibao as recipient barangays and Makato, through Barangay Tina, will get 20 handlooms.
HAMPCO was chosen by the DTI as it could provide sustainable facilities to house the machinery and equipment.
The SSF Project intends to enhance the priority industry clusters through the use of quality and productivity enhancing machinery and eauipment and develop priority and market-driven industries in support to National Industry Cluster Capacity Enhancement Program (NICCEP).
It is seen that through this project, existing microenterprises and SMEs in the priority clusters within the poorest 609 municipalities in the country will be benefited.
The SSF Launching, according to the DTI here, will be launched on April 30 in time with the conduct of the Aklan Investment Conference (ICON) 2013, which will be graced by DTI Secretary Gregory L. Domingo and other national and local officials.
HAMPCO was established on December 27, 1989 and presently has 385 members with 141 workers like weavers, knitters, warpers, sewers, embroiderers and painters.

Expectations of Aklan households surveyed
KALIBO, Aklan, April 15 (PIA6) -- Thirty-three (33) households in Aklan recently underwent a survey on consumer expectations conducted by the National Statistics Office (NSO).
The surveyed households are in Barangay Bay-ang in Batan and Barangay Dumaguit in New Washington, Aklan.
The survey, according to NSO-Aklan Provincial Statistics Officer Blas Solidum, was contracted by the Bangko Sentral ng Pilipinas (BSP) to gather comprehensive information on the business conditions of the country today.
The Consumer Expectation Survey (CES), Solidum added, is very important in the Philippines as consumer expenditures account for more than half of the total gross domestic demand for goods and services.
“Countries like the United States of America, Canada, Finland, France, Germany, Italy, Japan and Taiwan are conducting the same consumer expectation survey and have proven its importance in forecasting future course of the economy,” Solidum said.
The CES results will also guide planners in forecasting the direction of change of economy as well as the behavior of inflation, interest and exchange rates.
For this survey, the NSO took charge in conducting the activity, collecting data and encoding questionnaires, while the BSP will be generating tables and analyzing the results.
Personal finances, business conditions, buying conditions and savings outlook of the family were the basic areas of consumer sentiments covered by the core questions.

PHO cites banes of summer
KALIBO, Aklan, April 15 (PIA6) -- Six common diseases mostly starting with the letter S and drowning incidents this summer – these are the things that Aklanons should be wary as they enjoy the rest of the long but hot vacation this year, warned the Provincial Health Office (PHO) here.
Among summer diseases that the PHO is warning Aklanons about are sore eyes, sunburn, “sipon at ubo”, vomiting and diarrhea (“suka” in the Aklanon dialect), skin diseases and “sakmal ng aso” (dog bites).
Besides these 6 common summer diseases, Dr. Cornelio Cuachon, Chief of the Dr. Rafael S. Tumbokon Memorial Hospital (DRSTMH) and former PHO I of the province, said people should also be extra careful when going to beaches to avoid drowning incidents.
“Parents should closely watch their children while swimming,” was Dr. Cuachon’s reminder in an interview over a local radio station here recently.
Other health risks that people should avoid are heat strokes and high blood, Cuachon added.
Drinking plenty of water from 8 to 12 glasses and avoiding heat exposure are some of the measures that people should to avoid these summer diseases.
People should not also swim in dirty waters to avoid skin infection.
Also, if people have important activities, they should do these early in the morning or late in the afternoon to avoid sun exposure, which is its intense period from 10 a.m. to 2 p.m.
“Personal hygiene should also be observed by taking a bath daily, for those in crowded areas like prisons,” Cuachon said.
Prisoners,according to him, are most vulnerable to skin diseases in summer due to crowded cells that make the spread of infection faster. (JCM/VGV PIA 6 Aklan)

Kalibo bags Rice Achievement award
KALIBO, Aklan, April 12 (PIA6) -- The Department of Agriculture (DA) recently awarded the municipality of Kalibo as one of Western Visayas’ Rice Achievers for 2012.
The municipality of Kalibo received the award along with the local government units of Pototan and San Miguel of Iloilo, Dumalag of Capiz, Kabankalan of Negros, and Sibalom of Antique.
As awardees, these municipalities each received P1 million worth of projects and incentives.
Kalibo Mayor William Lachica, who received the award together with Municipal Agriculture Officer Primo Ibesate, said the award to the municipality was conferred through the DA’s National Rice Program, which encourages local government units, irrigators associations and agricultural extension workers to cooperate with each other to increase rice yields of farmers which could contribute a lot to the government’s goal of being rice sufficient.
The awardees, who totaled more or less 50 from all over the country including the six from WV, were chosen based on the following criteria: Average Yield Per Hectare over the 2011 levels, increase if any over 2012 target, amount of budget devoted to rice projects and initiatives, number of farmers benefited and degree of rice seed utilization.
The local government of Kalibo attributed the municipality’s winning to the help and cooperation of the farmers organizations here, rural improvement clubs, and 4H clubs.

Press Release: Kalibo braces for proposed summer chartered flights from China
KALIBO, Aklan, April 10 (PIA6) – Air traffic will be more intense at the Kalibo International Airport (KIA) this summer season with the arrival of the proposed chartered flights via this capital town of Aklan from mainland China.
These chartered flights to Kalibo was announced recently to Aklan’s tourism officers by Department of Tourism (DOT) Regional Director Helen Catalbas in a meeting held at Mauro’s Caffe Latte in Andagao, Kalibo, according to Ron Bautista, Community Affairs Officer II of Kalibo LGU.
Tourists who will be arriving this summer include those from Chengdu and Chongquing through Cebu Pacific; Hangzhou through Airphil Express, Shanghai through Spring Air and others from Hefei, Ningbo, Hangzhou, Wnzhou, Wuhan and Changsha.
As these are chartered flights, some of the flights will be sponsored by Dongfang Travel, Fujan Cits, etc.
Flight frequency will be once a day, three times a week and regular daily flights, according to Catalbas.
The meeting was also called by Catalbas to consult Aklan’s tourism officers particularly Kalibo represented by the Toursism and Cultural Affairs Division for additional inputs to further improve the services of KIA for the convenience of tourists going to Boracay Island.
Airport and aircrafts personnel also provided inputs in the said consultation meeting.
For the three-month period from January to March of this year, tourists who flocked to Boracay reached 357,225, which generated a total of P6,567,010,065.00 tourism receipts.
All the monthly arrivals breached the 100,000 mark – January with 112,881; February, 115,717; and March, 128,627. (VGV PIA 6 Aklan)
